Mr. Marand has nearly 20 years of experience supporting clients of every size from the smallest to the largest. After graduating Summa cum Laude from Stratford University, where he was also named Valedictorian, with a Bachelor's degree in Network Enterprise Management, Mr. Marand spent a number of years supporting world-wide network operations at MCI/Worldcom, where he was named Employee of the Month on numerous occasions.  In addition he spent over a decade supporting start-up and small businesses, where he was promoted to Director of Internet Technology, as well as other large firms and worked directly with such Federal Government clients as the International Trade Commission and the Department of Housing & Urban Development, among others. He currently provides on-site network operations center support for a non-profit and manages a staff of 15.  In addition he is enrolled in a Master's program in Internet Technology.  At MAPS, Inc. he not only is in charge of our internal LAN & related I.T. & web support, he also serves as a Subject Matter Expert on our IT contracts and related projects and is available to assist our clients as needed.

Matthew M. Miller, Vice President


A senior manager with over thirty years of experience in implementing, developing, and guiding world-wide financial organizations, Mr. Miller joined the MAPS, Inc. Team in 2012. Experienced with start-up, integration, reorganization, and streamlining of operations to generate better, more timely, information to achieve overall corporate goals, Mr. Miller offers strong management, analytical and technical skills that optimize organizational performance. A strong communicator at all levels of an organization, with excellent verbal and written skills, Mr. Miller holds a B.S. in Accounting from Mount Saint Mary's College and an M.B.A. in Finance from the University of Denver. For MAPS, Inc. Mr. Miller works both on-site at client locations as well as remotely, reviewing and analyzing current Accounting and Finance policies, procedures and systems and identifying potential weaknesses or areas of improvement. He provides concrete, actionable recommendations for improvement and/or streamlining and follows through on implementation and measurement of actions as requested. In addition he provides expertise in indirect rate development in accordance with the American Association of State Highway & Transportation Officials (AASHTO) guidelines for companies with state and local government clients and includes recommendations for overall structure, training of Accounting and Operations staff on requirements, and determines the most effective methods to maximize cost recovery.

Lydia Armour Miller (L.A. Miller), President & Chief Executive Officer

​After nearly 15 years supporting other small businesses, managing Federal, State, & Corporate contracts, Ms. Miller established Metropolitan Area Professional Services, Inc. (MAPS, Inc.) in 2009. She holds a Bachelor's of Science degree in Biological Resources Engineering from the University of Maryland in College Park, MD, where she graduated from the Gemstone Program, a unique multidisciplinary four-year research program for selected Honors students. The goal of the Gemstone Program is to combine the individual talents of students from differing majors and explore issues of interdependence of science and technology with sociological significance. Ms. Miller used this same idea to establish MAPS, Inc. Looking for highly-skilled individuals with experience in varying backgrounds she has developed a Team where each member brings their own distinctive abilities to the table, thus allowing the whole to be much greater than the sum of its parts. In addition to her B.S. in Engineering and her certificate from the Gemstone Program, Ms. Miller also graduated with a certificate from the Science, Technology, and Society Program, as well as a certificate from the Womens' Studies Program at the University of Maryland. In 2009 she received a certificate in Innovation Management from the University of Maryland, another program established by the A. James Clark School of Engineering in conjunction with the Robert H. Smith School of Business, whose goals are to combine multidisciplinary backgrounds to solve real-world problems. In the past Ms. Miller has handled everything from business development & project management to website design & maintenance, to proposal writing & development, to staff oversight and human resources management.  She has also served as a Facility Security Officer and holds a Top Secret clearance.  She has supported clients from the U.S. Air Force, the Department of State, the Defense Intelligence Agency, the U.S. Army, the U.S. International Trade Commission, the U.S. Patent & Trademark Office, the Corporation for National Service, and the Department of Health & Human Services, among many others.
